Tracy Rickman

Dr. Tracy Rickman is a distinguished affiliate and thought leader in public safety, fire technology, and emergency management, collaborating with Fast Fire Network to advance training, leadership development, and wildfire mitigation strategies. With over 38 years of hands-on experience in fire services, EMS, and homeland security—spanning military, industry, and academia—Tracy delivers expert guidance that strengthens our commitment to rapid, effective property protection for residential and commercial clients.

Tracy's career highlights include serving as Fire Academy Coordinator and Chief of Wildland Fire Crew 77 at Rio Hondo College from 1997 to 2019, where he transformed the program into a national leader. He oversaw the Fire Academy, Wildland Fire Academy, and EMT initiatives, securing over $500,000 in grants, developing state-approved curricula, and achieving 100% employment rates for wildland cadets. His leadership established Roadrunners Fire Crew 77, which deployed annually to combat California wildfires, and he designed an 88-hour Regional Truck Academy attracting firefighters nationwide. Prior roles include Assistant Fire Chief at Northrop Grumman, Fire Inspector for South Pasadena Fire Department, and a decorated U.S. Air Force firefighter (1982–1990), earning him the 2020 Hayward Award from the California Community Colleges Chancellor’s Office.

Currently, as Instructor and Coordinator of the Public Administration BAAS Program at Tarleton State University, Tracy teaches master's-level courses in ethics, leadership, and public administration while continuing to influence the field through scholarly work. His publications include book chapters on domestic terrorism, anti-Semitic threats, exclusionary nationalism, and hard/soft targets in Combatting Terrorism in the 21st Century (2022), as well as Implementing Homeland Security Education (2018) and Fire Practices and Procedures (2008). He has authored over 20 PA Times articles since 2021, covering topics like AI in policing, crisis leadership, upskilling first responders, and the Dunning-Kruger effect in management—many co-authored with collaborators like Ygnacio Flores and David Mason.

Tracy's presentations, such as "Contemporary Public Safety Leadership, Looking Forward" at the 2026 Coordinating the Crisis conference and sessions at NASPAA and Texas Fire Chiefs, underscore his forward-thinking approach. Media coverage, including features in the Whittier Daily News and Hi-Desert Star, celebrates his role in training generations of firefighters and deploying crews during major California fires.

Dereck Rickman

Dereck Rickman is a seasoned emergency medical professional, military veteran, and certified instructor with over 20 years of combined experience in high-performance, mission-critical environments.

He served five years in the United States Navy as a Green Side Corpsman, including a combat deployment to Iraq in 2007 supporting Marine Corps operations. In high-risk conditions, he honed advanced clinical skills, operational leadership, and the ability to make decisive decisions under intense pressure.

After his military service, Dereck dedicated seven years as an EMT-B, providing frontline pre-hospital emergency care and supporting diverse communities through critical incidents.

As a Certified Instructor in Basic Life Support (BLS) and First Aid, he trains individuals, healthcare providers, and organizations. His teaching style focuses on operational readiness, practical skills, and building confidence to respond effectively in real-world emergencies.

Based in Burleson, Texas, Dereck is committed to servant leadership, professional excellence, and positive community impact. His faith forms the foundation of his personal and professional life, guiding his dedication to integrity and service.
